Dielectric permittivity + loss tangent of bulk materials such as glasses, ceramics or plastics:

Typical Minimum uncertainties:
Permittivity: 0.08
Loss tangent: 0.0002

Q meter on sheet materials (thickness 1 to 5 mm)
Ideally at 1 MHz, but possible from 10 kHz

Insertion of samples in a 14 mm coaxial line (annular shaped materials)
Preferred frequency: 1 GHz

Insertion in a WG16 or a WG18 waveguide (rectangularly shaped materials) Centre frequencies of 10 GHz and 14 GHz respectively.
